EORI number

The consignee needs an EU EORI number. Businesses established in the EU apply in their country of establishment (in the Netherlands via Dutch Customs (Douane)); operators not established in the EU generally apply in the member state where they first carry out customs activities. An EORI issued by any member state is valid across the EU — if you already have one, you do not need to reapply for the Netherlands. An EORI is a customs identifier, separate from a VAT number. Import VAT & duties

The standard import VAT rate in the Netherlands is 21% (a reduced 9% rate applies to some goods); duty rates follow your HS code in the EU TARIC — check Access2Markets. Separately, Dutch Customs offers an Article 23 licence that lets approved importers defer import VAT into the periodic VAT return instead of paying at the border — a cash-flow deferment, not an exemption.
