The consignee needs an EU EORI number. Businesses established in the EU apply in their country of establishment (in Estonia via the Estonian Tax and Customs Board (Maksu- ja Tolliamet)); operators not established in the EU generally apply in the member state where they first carry out customs activities. An EORI issued by any member state is valid across the EU — if you already have one, you do not need to reapply for Estonia. An EORI is a customs identifier, separate from a VAT number. No EORI yet? Estonia’s standard import VAT rate is 24% standard (reduced rates of 13%/9% apply to some goods since July 2025); duty rates follow your HS code in the EU TARIC — check Access2Markets. FCL vs LCL: which option fits your shipment?
